Its made of styrofoam, but not sure exactly what it is.

Styrofoam is correct. I'll go ahead and post this, since it's not a common thing. It's actually a floating planter box that farmers use to start their plants (mainly tobacco plants). The whole thing is covered in dirt, and a seed is placed in each compartment and the whole styrofoam box is then placed on a water bed where the plants grow until they're big enough to move to the ground.
